12 | I had applied for C&A-167 with online application Dt.19.03.2018 (applicant no.04) and nomination confirmed and sent to ISTM vide letter dt.09.04.2018. I had earlier applied for C&A-165, at that time nomination was rejected due to capacity constraint and it was conveyed that it is on the basis of first come first serve. This time as may be seen, I am the earliest applicant. Despite that, on query from ISTM website (serch nomination) name of Sh. Prem Chand Bhartiya and Sh. P.K.Negi from MoHUA is being shown nominated by ISTM for C&A-167 training. This is quite surprising to me. I am afraid to say that this irregular nomination confirmation at ISTM is happening because of these applicants having cordial relations with some of ISTM staffs who earlier happen to be Admn HUA staffs earlier. I wish that I may be wrong, so I may kindly be intimated: 1. What are the criterion, ISTM has adopted this time for confirmation of Nomination for C&A-167 Training starting from 9th July, 2018. 2. In this scenario, whether he will be allowed to join somewhere else until the next batch of training is scheduled in ISTM. If not, what will be the course of action as the candidate would have already been relieved from the previous department and next batch of training may commence after a long time( a very long time if it is the last batch of that year) . 3. Can the candidate, who is already working in a department of Central Government, apply for extension in joining for two months citing personal reasons or other reasons. What is the procedure for the same once he/she gets appointment letter to join on some particular date. If the extension is allowed and he/she gets relieved from the current department(under technical resignation) at a time when there is no new batch for training in ISTM for ASO direct recruit is scheduled, whether he/she will be allowed to join somewhere else(other than ISTM) until new training batch is scheduled in ISTM. 129 | With due respect, I wish to say that on the basis of result of Combined Graduate Level Examination 2013, I was selected for the post of Assistant and was asked to report to Dr. Marri Channa Reddy Human Resource Development (MCRHRD) Institute, Hyderabad, Telangana for foundation training vide DOPT Circular No. 7/9/2013-CS.I(A) dated 20 July 2015. I reported there and completed my training successfully. I have been posted to Department of Financial Services, Ministry of Finance. I had incurred boarding & lodging expenses of Rs. 17086/- as well as travelling expenses of approximately Rs. 4000/- during the training. I tried to submit my TA DA claim for reimbursement of those expenses to the cash section of my department, but they denied saying that there is no Rule in the circular or offer of appointment of DOPT/ISTM regarding reimbursement of boarding & lodging expenses and travelling expenses whereas such rules are already covered under Travelling allowance Rules, 1954. Moreover, the Assistants posted in Department of Economic Affairs, Ministry of Finance and Ministry of Civil Aviation have been reimbursed these expenses by their concerned department.
